Carmine was born about 1771 in Pratola Peligna, L'Aquila, Italy, the son of Sebastiano Petrella but his mother is unknown.

His wife was Maria Tomassilli, who he married in ABT 1794. The place has not been found. Their eight known children were Angela Teresa (c1795-1824), Irene (c1796-?), Raffaele (c1800-1821), Giuseppe Antonio (c1810-1812), Rocca Antonia (1812-1823), Maria Luisa Elisabetta (1815-?), Fioralba Raffaele (1818-?) and Maria Giovanna (1821-1824).
