Panfilo was born about 1768 in Pratola Peligna, L'Aquila, Italy, the son of Lorenzo Tedeschi and Giovanna deStephanis.

He had two marriages/partners. His first wife was Rosa Antonia Ortado, who he married in ABT 1792. The place has not been found. Their five known children were Federico (c1793-?), Custode (c1795-?), Giovanna (c1795-?), Massima (c1795-1822) and Reginalda (c1795-?).

His second wife was Caterina Colella, who he married on 29 MAY 1811 in Pratola Peligna, L'Aquila, Italy. Their seven known children were Serafina (1812-1812), Lorenzo Antonio Vincenzo (1813-?), Rosa Antonia Faustina (1814-?), Sofia Maria Celeste (1816-?), Emilia Nunziata (1818-?), Lavinia Fortunata (1820-1821) and unknown (1822-1822).
