Emiliano was born about 1770 in Pratola Peligna, L'Aquila, Italy, the son of Emiliano Santilli and Angela Chiara Giardino.
His wife was Maria Giuseppa Volpone. They were married, but the date and place have not been found. Their four known children were Maria Vincenza (c1790-1828), Rocco (c1820-1826), Stefano (1822-1828) and Rocco (1833-?).
