Pelino was born on 18 DEC 1830 in Pratola Peligna, L'Aquila, Italy, the son of Liberato Santacroce and Maria Cristina Palombizio.

His wife was Maria d'Angelo, who he married in ABT 1855. The place has not been found. Their three known children were Anna Antonia (1858-?), Maria Francesca (1862-?) and Anna Rosa (1865-?).
