Francesco was born about 1788 in Pratola Peligna, L'Aquila, Italy, the son of Giovanni Rossi and Francesca diCristofaro.

His wife was Angela Teresa Zavarella, who he married in ABT 1810. The place has not been found. Their four known children were Rocca Antonia (1811-?), Maria Domenica (1815-?), Giuseppe Antonio (1818-1818) and Michelina (1821-?).
