Biase was born about 1773 in Pratola Peligna, L'Aquila, Italy, the son of unknown parents.
His wife was Rocca Antonia Rossi, who he married in ABT 1798. The place has not been found. Their twelve known children were Maria Cristina (c1800-?), Maria Giuseppa (c1801-1844), Michelina (c1809-1812), Giuseppe (c1810-?), Rosalia Baldassare (1811-1812), Luigi Antonio (1812-1812), Maria Rosaria (1812-1812), Luigi Antonio Rocco (1813-1819), Michelina Palma Baldassarra (1816-?), Giuseppe Antonio (1818-1818), Maria Angela (1820-1820) and Luigi Antonio (1821-1823).
